Similarly to Ukraine, Moldova has a pro-Western government and wants to join the European Union. Problematically for Russia, Moldova and Transnistria are landlocked, sandwiched between Romania and Ukraine. CNBC has asked the Kremlin to comment on concerns that Moscow could look to destabilize Moldova and is awaiting a response.

CNN —A group of former Ukrainian servicemen, including prisoners of war, have “volunteered” to fight on the front lines for Russia, Moscow’s state-run news agency RIA Novosti has claimed, in a potential violation of international law. The Washington-based think tank Institute for the Study of War (ISW), citing Russian state media, said in late October that Russia had “recruited” 70 Ukrainian prisoners of war (POWs) from various penal colonies. Coercing POWs to serve in the Russian forces would be a violation of the 1949 Geneva Conventions, which have been adopted by all nations, according to the International Red Cross. “Russian authorities have likely coerced Ukrainian prisoners of war into joining a ‘volunteer’ formation that will fight in Ukraine, which would constitute an apparent violation of the Geneva Convention on Prisoners of War,” the ISW said. Russia is sending Ukrainian prisoners of war to the front lines of their homeland to fight on Moscow's side in the war, the Russian state news agency RIA Novosti reported. The news agency said Tuesday the soldiers swore allegiance to Russia when they joined the battalion, which entered service last month. The Institute for the Study of War in Washington said there have been previous reports of Ukrainian POWs being asked to “volunteer” for the battalion. Earlier this year, Russian media reported about 70 Ukrainian POWs joined the battalion. Given the location of the unit, Hird said she expected the Ukrainian POWs would be deployed to the front lines in the Donetsk and Zaporizhzhia regions.

CNN —Two powerful NASA telescopes have detected the oldest and most distant black hole ever found. “We needed Webb to find this remarkably distant galaxy and Chandra to find its supermassive black hole,” said lead study author Akos Bogdan, in a statement. The unusual black hole could be an “Outsize Black Hole” that formed when a huge cloud of gas collapsed, as theorized in 2017 by Priyamvada Natarajan, a coauthor on both studies and the Joseph S. and Sophia S. Fruton professor of astronomy and professor of physics at Yale University in New Haven, Connecticut. “We think that this is the first detection of an ‘Outsize Black Hole’ and the best evidence yet obtained that some black holes form from massive clouds of gas,” Natarajan said.

Apron, a fintech startup that simplifies invoice payments for small businesses, has raised $15 million in a round led by Revolut-backer Index Ventures. The London-based company, founded in 2022, has developed a payments platform that pulls invoices into one place and enables firms to batch-pay their suppliers. Apron takes fees on associated interchange charges and also offers a three-tier subscription model. The $15 million in funding was led by Index Ventures, alongside Bessemer Venture Partners and Visionaries Club, and follows a $5.5 million seed round from July. Apron's new capital will go towards strengthening its team of 20 employees and doubling down on product and marketing capabilities.
